Is North American Indian design similar in significance to South-American Indian Design?

No.  South-American Indian designs  have more in common with Egyptian hieroglyphs, which they are even believed to pre-date.  North-American designs did include story-telling forms, but were regarded more as art, while Mesoamerican glyphs such as those of the Maya Indians were also used for Politics, Astronomy,  Mathematics and Calendrics.
